Sri Vishvesha Tirtha Swamiji, Pejawara Adhokshaja Mutt Udupi condemns Central govt
I strongly condemn the action of the Gvernment in arresting Sri Anna Hazare who intended to undertake a fast and express his pain and agony at the prevailing corruption and highlight the distress it is causing in society.
I lend my full supportto the campaign against corruption unleashed by Anna Hazare. I am in full agreement with the opinion that the present draft Lokpal Bill proposed by the Govt. lacks teeth and will be ineffective and puposeless. I feel that the draft Bill proposed by Anna Hazare and his team is more to the purpose and will be more effective and deserves acceptance. However, as matters stand, members do not fully enjoy full freedom in the expression of their opinions in the Parliamant. They are bound by the whip that their parties exercise, the decisions that their high commands take, and the party discipline by which they are bound; so much so, public opinion is not reflected in the discussions held in the Parliamant. Still, we are obliged to be bound by the resolutions passed by the Parliament, and are bound by them. Therefore, I suggest that Anna Hazare should consider embarking on a fast for a week in order to bring a change in the thinking of the members so that they may vote according to their true conscience and throw out the draft Bill that the Govt is bent on introducing, and express support for the draft Bill proposed by Anna Hazare. Then one can wait till the Parliamentary Select Committee considers the Bill and the resolution of the Parliament takes shape. I am of the opinion that this course will lead to the rejection of the Govt. Bill by the Parliament .
If, however, the Govt. Bill is accepted by the Parliament, then will be the occasion for taking the matter to the supreme authority of the people and start a public agitation to hold a National Referendum for which it may become necessary to hold an indefinite Fast by all concerned. I sincerely hope that Sri Anna Hazare and his team of sincere patriots will accept my suggestion in the overall interest of the country.

ಭ್ರಷ್ಟಾಚಾರದ ವಿರುದ್ಧವಾಗಿ ಅಹಿಂಸಾತ್ಮಕ ಉಪವಾಸ ಸತ್ಯಾಗ್ರಹವನ್ನು ಆರಂಭಿಸಲಿರುವ ಅಣ್ಣಾಹಜಾರೆಯವರನ್ನು ಬಂಧಿಸಿರುವ ಕೇಂದ್ರಸರಕಾರದ ಕ್ರಮವನ್ನು ನಾನು ಬಲವಾಗಿ ಖಂಡಿಸುತ್ತೇನೆ.
ಅಣ್ಣಾ ಹಜಾರೆಯವರ ಭ್ರಷ್ಟಾಚಾರದ ವಿರುದ್ಧವಾದ ಹೋರಾಟವನ್ನು ನಾನು ಪೂರ್ಣವಾಗಿ ಬೆಂಬಲಿಸುತ್ತೇನೆ. ಈಗ ಸರಕಾರವು ಪ್ರಸ್ತಾಪಿಸಿರುವ ಲೋಕಪಾಲ ಮಸೂದೆಯು ಪರಿಣಾಮಕಾರಿಯಾಗಿಲ್ಲ, ದುರ್ಬಲವಾಗಿದೆಯೆಂಬುದನ್ನೂ ನಾನು ಒಪ್ಪುತ್ತೇನೆ. ಅಣ್ಣಾಹಜಾರೆ ಟೀಮಿನನವರು ಪ್ರಸ್ತಾಪಿಸಿರುವ ಜನಲೋಕಪಾಲ ಮಸೂದೆಯೇ ಸೂಕ್ತವಾಗಿದೆ, ಸ್ವೀಕಾರಕ್ಕೆ ಯೋಗ್ಯವಾಗಿದೆಯೆಂಬುದನ್ನೂ ನಾನು ಒಪ್ಪಿಕೊಳ್ಳುತ್ತೇನೆ. ಆದರೆ ಪ್ರಜಾಪ್ರಭುತ್ವದಲ್ಲಿ ಸಂಸತ್ತಿನ ಪೂರ್ಣ ಅಧಿಕಾರವನ್ನು ಅಲ್ಲಗಳೆಯುವಂತಿಲ್ಲ. ಆವಾವ ಪಕ್ಷಗಳ ಹೈಕಮಾಂಡ್ ತಮ್ಮ ಪಕ್ಷದ ಸದಸ್ಯರ ಮೇಲೆ ನೀಡುತ್ತಿರುವ ವಿಪ್, ಶಿಸ್ತುಕ್ರಮ ಮುಂತಾದ ಕಾರ್ಯಕ್ರಮಗಳಿಂದ ಸಂಸತ್ತು ಕೂಡಾ ಜನಾಭಿಪ್ರಾಯವನ್ನು ಸರಿಯಾಗಿ ಪ್ರತಿನಿಧಿಸುವುದಿಲ್ಲ. ಆದರೂ ಅನಿವಾರ್ಯವಾಗಿ ಸಂಸತ್ತಿನ ನಿರ್ಣಯಕ್ಕೆ ನಾವು ಮಹತ್ವ ಕೊಡಲೇಬೇಕಾಗುತ್ತದೆ. ಆದುದರಿಂದ ಅಣ್ಣಾ ಹಜಾರೆಯವರು ಪಕ್ಷದ ವಿಪ್ ಗಳನ್ನು ಧಿಕ್ಕರಿಸಿ ಆತ್ಮಸಾಕ್ಷಿಗನುಸಾರವಾಗಿ ಮತದಾನ ಮಾಡಿ ಸರಕಾರದ ಲೋಕಪಾಲ ಮಸೂದೆಯನ್ನು ತಿರಸ್ಕರಿಸಬೇಕೆಂದೂ ಜನಲೋಕಪಾಲ ಮಸೂದೆಗೆ ಬೆಂಬಲ ನೀಡಬೇಕೆಂದೂ ಒತ್ತಾಯಿಸಿ ಜನಜಾಗೃತಿ ಮತ್ತು ಸಂಸತ್ತಿನ ಸದಸ್ಯರ ಮನಃಪರಿವರ್ತನೆಗಾಗಿ ಒಂದು ವಾರದ ಉಪವಾಸವನ್ನು ಮಾತ್ರ ಮಾಡಿ ಅದನ್ನು ತಾತ್ಕಾಲಿಕವಾಗಿ ಮುಕ್ತಾಯಗೊಳಿಸಬೇಕೆಂದೂ ಸೂಚಿಸುತ್ತೇನೆ. ನಂತರ ಸಂಸತ್ತಿನ ಸೆಲೆಕ್ಟ್ ಕಮಿಟಿ ವರದಿ ಹಾಗೂ ಸಂಸತ್ತಿನ ನಿರ್ಣಯದವರೆಗೆ ಕಾಯಬೇಕು. ಇದರಿಂದ ಖಂಡಿತವಾಗಿ ಸಂಸತ್ತಿನಲ್ಲಿ ಸರಕಾರದ ಮಸೂದೆಯು ತಿರಸ್ಕೃತವಾಗುವುದಾಗಿ ನನಗೆ ಪೂರ್ಣ ವಿಶ್ವಾಸವಿದೆ.
ಒಂದು ಪಕ್ಷ ಸಂಸತ್ತಿನಲ್ಲಿ ಈ ಸರಕಾರದ ಮಸೂದೆಯು ಸ್ವೀಕೃತವಾದಲ್ಲಿ ಸಂಸತ್ತಿಗೂ ಮೀರಿದ ಸಾರ್ವತ್ರಿಕ ಜನಮತಗಣನೆಯನ್ನು ಒತ್ತಾಯಿಸಿ ರಾಷ್ಟ್ರವ್ಯಾಪಿ ಜನಾಂದೋಲನವು ನಡೆಯಬೇಕು. ಆ ಸಂದರ್ಭದಲ್ಲಿ ಅನಿರ್ದಿಷ್ಟ ಅವಧಿಯ ಉಪವಾಸವನ್ನು ಮಾಡುವುದು ಸೂಕ್ತವಾಗುವುದು. ನನ್ನ ಈ ಸಲಹೆಯನ್ನು ಅಣ್ಣಾ ಹಜಾರೆಯವರು ಹಾಗೂ ಅವರ ಬೆಂಬಲಿಗರು ಸ್ವೀಕಾರ ಮಾಡಬೇಕಾಗಿ ಅಪೇಕ್ಷಿಸುತ್ತೇನೆ.
